Abstract
This article synthesizes experiences from the project Cuparla (Computer Supported Council Work) in introducing telecooperation technology to decision makers. Theses about the role of competition are presented. There is competition on the level of an individual person, of the parliamentary group, of the city and between cities that can be used to further the introduction of a telecooperation system. An introduction to the project Cuparla gives the necessary background information.
