Abstract

More than 71% of the forest-owners in Bavaria have less than 2 ha property, often split in many parcels. In areas like Franconia, where civil law required dividing property between the heirs (forced heirship), the forest ownership is extremely fragmented. This area is therefore particularly suitable for demonstrating all effects of property fragmentation. This article identifies the impact of forest land consolidation as a structural political instrument nowadays and in the past. Figure 1 shows the typical process of a forest land consolidation, which can be divided into four phases. In Figure 2, the effects of the forest land consolidation are pointed out. Table 1 shows success factors and obstacles to forest land consolidation. Theoretically, we build on the actororiented sociology developed by SCHIMANK (2007). This approach helps focusing on the perceptions of the individuals involved in forest land consolidation projects. The key actor here is the temporary association of forest owners. We have observed that before such an association is established, the process is pushed by an informal network. The process of the land consolidation itself is locally guided by a specific administration. The decisions of the owners association should be consensus-based. After the consolidation, an informal network continues to exist. We conclude that a forest land consolidation is a suitable instrument for improving the ownership structure in extremely fragmented areas. Currently, the limited capacity of the public administration is the most significant obstacle to forest land consolidation.
