N2 - This paper presents the Mobility as a Service Potential Index (MaaSPI), a tool designed to assess the conditions for implementing MaaS schemes on a global scale using publicly available data. Mobility as a Service (MaaS), which integrates various transportation modes through digital platforms, is a promising solution to reduce car use and contribute to a sustainable transition in the mobility system. However, MaaS encounters considerable implementation challenges, particularly in developing countries. The MaaSPI addresses existing gaps in the literature by considering both widely agreed factors and others that are relevant to the reality of the Global South for MaaS development, thus enabling country-level comparisons. This index encompasses five key dimensions: i) Technological and Financial Infrastructure, ii) Technology Familiarity, iii) Security and Safety, iv) Human Capital, and v) Institutional Quality. After a systematic literature review (SLR), an index was developed and validated across 94 countries. The results highlight regional disparities and peculiarities in MaaS potential, offering insights for policymakers to design tailored strategies for MaaS adoption. The study emphasizes the importance of adequate regulatory frameworks and human capital for successful MaaS uptake, especially in the Global South.
