Smooth transition in Vietnam: Aligning education with land information infrastructures

Abstract

The article reports on a project to align the provision of education with Vietnam's growing information requirements in order ensure a strong foundation for land administration in the future. The rate of urbanization in Vietnam is relatively high: in the Southeast, due to the presence of Ho Chi Minh City, the urban proportion of the population increased from 30.1% to 57.1% between 1999 and 2009. Similarly, in the Red River Delta, with the presence of the cities Hanoi and Hai Phong, the urban proportion of the population increased from 19.9% to 29.2%. The information infrastructure in Vietnam is developing rapidly, and yet too slowly. On the one hand, the technical developments in information and communication technology (ICT) are evident. Vietnam's new 10-year Socio-Economic Development Strategy (SEDS) for 2011-2020 aims to establish the foundation for it to become a modern, industrialized country by 2020. Going beyond the one-stop centers, many of the public services could be further enhanced by introducing more ICT-based applications.
