note = "Funding Information: A) The data on antiprotonic atomic levels taken by PS 209 at CERN, exceed the cumulative data obtained so far. These allow one to fix the/~ optical potential in neutron excess nuclei, and better exploit the radiochemical method to test the neutron halo at nuclear surfaces. B) There are indications that a 13p0 quasibound state exists and plays an interesting role in/3 interactions at the nuclear surface. Further studies of LS splitting and even-odd isotopic effects might help to elucidate it. C) The exploitation of E2 mixing allows a detailed test of some deeply bound atomic states. Further experiments may tell whether there are nuclear quasi-bound states hidden below these. This research was supported by KBN Grant 2P03B 016 15 and the Volkswagen Foundation.",
