Abstract
Recently flood incidents have caused huge damages. A reason for this development is the settlement in flood endangered areas, which causes this rise of the damage potential and a permanent thread of the resident people. The citizen has got the right of protection against these threads. The rehabilitation of damage existing dikes is one among other protection measures. It is important to know the mechanisms of failure and the existing loads on dikes. For seepage processes in the dam body and the subsoil time is a critical factor. The construction of dikes in a manner regarding the state of the art and the economic efficiency is one challenge within a higher-ranking flood management. Besides heightening of dikes, especially installation of sealing elements, leakage drains and the creation of overflow sections for usage of retention areas have to be mentioned as constructional possibilities of intervention. Thereby public welfare has to be placed always above the interests of individuals.
