Abstract
Against the background of the urban heat island and the increase in heat events due to climate change, consideration of urban climate issues in planning procedures is becoming increasingly important. According to §1 (5) BauGB, climate adaptation is to be promoted in urban land use plans and “in particular in urban development” and “environmental protection requirements are to be harmonised with other concerns, also in responsibility towards future generations”. In order to improve the integration of urban climate concerns into urban land use planning, a procedure has been established in Munich that enables planners to introduce the topic of climate adaptation into planning procedures at an early stage. At the city level, a climate function map is available in Munich, which provides information on the climatic significance and impact of various types of land. With the help of the “initial urban climate assessment”, a work step was integrated into early phases of the planning process that enables planners to check planning-related effects on small-scale thermal conditions and the overarching ventilation. Depending on the urban climate sensitivity of the planned areas, in-depth expert opinions are used in order to quantitatively assess planningrelated impacts and to create a basis for decision-making in the consideration process. The project “Green City of the Future” supports this integration of climate adaptation into planning. The present article presents this approach.
