Abstract
Recently, the concept of Mobility as a Service (MaaS) has caught the attention of stakeholders in the industry, academia, and governments. The novelty of the idea, along with the variety of conditions required to implement a MaaS scheme, makes benchmarking challenging. The existing literature on evaluating the readiness for MaaS mainly focuses on current conditions and does not consider factors that influence the acceptance of innovative transport services outside the developed world. To address this gap, a novel index, the Mobility as a Service (MaaS) Global Index (MaaSGI), has been developed. The index is designed to evaluate a country's potential for implementing MaaS, considering conditions relevant to both developed and developing countries. The index comprises ten factors, which fall under four key dimensions, namely: i) Technology, ii) Social, iii) Finance, and iv) Governance. This index has been calculated for 20 countries across all continents using public sources and databases. The results align with the existing knowledge about MaaS. At the same time, the analysis provides valuable insights about factors specific to developing countries that have been overlooked in previous research.
