Abstract

On August 14 and 15, 2020, the California Independent System Operator (CAISO) declared a Stage 3 emergency state for two consecutive days, and the power supply of more than 400, 000 enterprises and households was interrupted. This paper first introduces the general situation of California power system, then describes the process of the power outage events, and preliminarily analyzes the causes of the events from the aspects of high temperature, new energy generation output fluctuation, power interchange, wildfires, electricity market etc. Finally, combined with the actual situation of China's power system, this paper proposes some suggestions for preventing such events.
