T1 - Expert views on the implementation of teacher professional development in European countries

In many areas of work, people feel the need to learn more about living and working conditions in other European countries. They wish to be able to understand their neighbors’ situation, to share ideas and to explore the possibility of working together more closely. In many cases, international cooperation has already been initiated and financed through European projects (Nuissl and Pehl 2000). The study reported in this manuscript is embedded in such a project: Mind the Gap – Learning, Teaching, Research and Policy in Inquiry-Based Science Education. Mind the Gap was funded by the 7th Framework Programme of the European Commission and explores models of TPD in science education and Inquiry-Based Science Teaching (IBST) across Europe. Its objective was to stimulate more engaging and interesting science teaching based on principles of IBST so that more young people in general, and girls in particular, pursue education and careers in science and technology (Jorde and Klette 2008). The Mind the Gap project and network focused on different gaps (e.g., educational policies and in-service training, teaching and learning) and endeavored to connect them across different European contexts (Norway, Denmark, Germany, Hungary, the United Kingdom, Spain and France). An overall aim of Mind the Gap was to bridge the gap between research, policy and practice in science education and education in general as well as between teaching and learning (cf. Jorde and Klette 2008).

N2 - International comparisons in science (and mathematics) education show the relevance of teaching quality for learning outcomes. Teacher professional development (TPD) is hence considered particularly relevant for improving teaching and learning in science. The study at hand is part of a European network initiative named Mind the Gap that explores the conditions of TPD. In our project, expert interviews were used to build a knowledge base that includes both the status quo and challenges of TPD in European countries. As a method, we used semi-structured interviews with designated experts from five European countries. The interview questions were based on criteria identified by research on effective TPD conditions. The results of qualitative analyses reveal specific patterns of TPD in groups of European countries, with some countries matching effective TPD conditions closer than others. Experts from all five countries (Denmark, Germany, Hungary, Norway and the United Kingdom) identified basic organizational and monetary support for participating in TPD as a major challenge for future development.
